Meet our Team
Balduin Hesse
Balduin is Co-Founder, Chief Executive Officer and Chairman of Frontier Renewables. He oversees the corporate management, finance and investment strategy of the company and its subsidiaries and affiliates
He has extensive experience in the renewable energy industry, specifically in project development, finance and mergers and acquisitions (“M&A”), having successfully developed and sold almost 400MW in multiple transactions. Balduin has also negotiated complex joint venture and project finance agreements
Balduin achieved above market returns for Frontier and its shareholders in its divestitures and secured attractive financing conditions for projects retained in the portfolio.
Before founding Frontier in 2009, Balduin’s roles included working in the investment banking division of Merrill Lynch & Co. and serving as the Head of Equity Markets for Europe, the Middle East and Africa at Bloomberg
Balduin received an MBA from INSEAD, a BA in History from Duke University and a Masters in Financial Journalism from Northwestern University. He speaks German, English and Spanish
Fiona is a key member of the investment team and Investment Committee. She has 12+ years of experience in the energy sector, including business development and renewable energy project development, specifically land acquisition, grid interconnection, permitting and due diligence for projects in the U.S. and Spain.
Fiona also oversees the company’s environment, social and governance (“ESG”) policy and commitments
Fiona received a BA in Development Geography from King’s College London (United Kingdom). She speaks fluent English and Spanish
Fiona Thomas Saura
Fred B. Franks III
Fred is Chief Financial Officer & Chief Risk Officer at Frontier Renewables. He is in charge of the controlling, budgeting and forecasting of the company as well as overall risk management. He also does financial analysis required by the management team for strategic decisions
Fred has directed the finance, controlling, budgeting, and accounting for the company’s operations since 2012, bringing in his extensive experience in developing financial policies, managing information systems and directing the accounting of public and privately held companies.
Fred started his career at Price Waterhouse in the field of auditing and management consulting and has been serving since then for 40+ years at different companies in several positions as VP Finance, Treasury and Chief Financial Officer
Fred is also a veteran, having served in the United States Navy. He graduated from Lafayette College as an Electrical Engineer and earned an MBA from Wharton Graduate School of the University of Pennsylvania. He is a Certified Public Accountant (“CPA”)
Roland is Co-Founder of Frontier Renewables. He is involved in the corporate management and strategy of the company and oversees decisions related to the acquisition of renewable energy projects from a technical viewpoint
Roland has 40+ years of experience in the engineering, construction, and architectural space. He has successfully led the development of Frontier’s pipeline in the U.S. and Europe (approx. 400 MW), analyzing land and design issues in depth
Roland has built and planned for both private and public clients throughout Europe and the U.S. He has won international recognition for his work
Roland received his Dipl. Ing. Degree in Architecture from the University of Braunschweig (Germany). He speaks fluent German and English
Roland Hesse
Lance McKinlay
Lance is a non-executive Board Member at Frontier Renewables. His role within the board is to oversee legal and compliance matters
Lance has 21+ years of M&A, corporate, securities law and U.S. Securities and Exchange Commission (“SEC”) regulatory compliance experience as an in-house attorney and at several law firms, including Wilson Sonsini Goodrich & Rosati and Paul Hastings. His primary focus has been on corporate securities law, regulatory compliance, preparation and review of filings with the SEC, acquisition and integration work and governance oversight and initiatives
He holds a J.D. from University of Pennsylvania Law School and received a B.S. in Economics from Brigham Young University
Belén is the Director of Finance & Operations at Frontier Renewables. Based in Madrid, she oversees all accounting, finance, and operations functions of the group’s fund management company and its fund vehicles Belén has 20+ years of accounting and finance experience.
In addition, she worked for Corporación Eólica, S.A. a major wind energy operator, which was later acquired by Acciona, S.A. There she developed management control functions, internal and external reporting, budgeting and variance analysis, preparation and analysis of financial statements, accounting and auditing. Her duties also included overseeing the company’s risk management for a 400 MW wind portfolio, including all-risk material damage and civil liability policies.
She co-founded Vector Cuatro, S.L., a company that provides advice in the identification of opportunities, analysis, structuring, financing, M&A and O&M for PV solar projects.
Belen holds a degree in Economics, specializing in Economic Analysis and Quantitative Economics from the Complutense University of Madrid and a Master’s Degree in Taxation and Tax Consultancy from the Centro de Estudios Financieros de Madrid (CEF).

Belén de Miguel Roses
Neal Jenkins
Neal is Director of Institutional Sales at Frontier Renewables. He manages the company’s fundraising and investor relations department.
Neal is an experienced, senior sales and investor relations professional with a 30+ year track record of driving growth, developing markets, and managing complex institutional, wholesale and sovereign relationships across multiple investment capabilities.
He has experience working with global asset managers, including infrastructure funds, successfully raising funds from institutional and wholesale segments.
Neal has previously worked at companies including Janus Henderson, Amundi and Merrill Lynch & Co.
He received a BA in Liberal Arts from Durham University, U.K.
